The implementation of the Open Government Partnership Action Plan and the measures provided for it to introduce an e-government system are yielding tangible results. One of the latest notable achievements is a significant shift in the implementation of the electronic kindergarten project. This was emphasized by the Head of the State Agency for Science, Innovation and Informatization, Volodymyr Semynozhenko.
"Over the recent period, there has been a significant revitalization in the introduction of this initiative. A number of regions are demonstrating particular activity and progress, having achieved certain successes in this matter," noted the Head of the State Agency for Science, Innovation and Informatization.
According to him, the proposed electronic kindergarten model aims to simplify the entire process of enrolling children in preschool institutions, eliminate queues, and make the process of recruiting children into groups transparent. "Many parents have repeatedly faced the problem of getting a place for their children in kindergarten. Now, an opportunity has been created for them to put their child in a queue without leaving home. In general, the e-kindergarten project is a so-called segmental slice of e-government as such. Society is gradually integrating and learning to live in accordance with the requirements of the modern world, and the electronic kindergarten confirms this," said Volodymyr Semynozhenko.
As an example, he cited the Dnipropetrovsk region, which actually acted as a pioneer in this process, having started a pilot project in kindergartens in the cities of Marhanets and Dniprodzerzhynsk in April 2012. Today, all preschool educational institutions of the Dnipropetrovsk region (which is more than 950 kindergartens) are connected to the single "Electronic Kindergarten" portal. And the developed interactive map of the region allows you to go to the website of any preschool educational institution in the cities and districts of the Dnipropetrovsk region, where you can get useful information and view a 3D tour of the institution. The electronic registration system for kindergartens in the region is being actively used: as of the beginning of December 2013, a total of more than 66,000 electronic applications have been processed from parents who wished to send their children to a preschool institution.
V. Semynozhenko emphasized that electronic registration for kindergartens has been tested to one degree or another by almost all regions of Ukraine. "Based on the results of the work carried out, it is already possible to say that there are certain shifts in this matter, but at the same time, the process is only gaining momentum," noted the Head of the State Agency for Science, Innovation and Informatization.
He added that the use of information technology in everyday life is one of the signs of our time. Therefore, the introduction of e-government (e-kindergarten is one of the elements of this process) contributes to increasing the efficiency and transparency of public administration processes, actively involves citizens in these processes, and eliminates the corruption component in the work of government bodies.
"With the help of e-government, communication between citizens and the state will cease to take so much unnecessary effort, will reduce corruption, and will increase the transparency of the work of state bodies," emphasized V. Semynozhenko.
